This way exists and it is relatively easy. You have to use Russian
Apache server (apache.lexa.ru) which introduces mod_charset -- a tool
for easy charset manipulation, compile Midgard/PHP with
--with-mod_charset=yes option to configure script, and add
MidgardParser russian
to mod_midgard configuration instead of 
MidgardParser latin1

Also please uncomment mod_charset configuration for iso-8859-2 charset
in httpd.conf

These RPMS for Mandrake 7.0 Russian Edition but you can safely install
them on RedHat/original Mandrake 7.0.
