Appears so. I have the libs in /usr/local/lib too. This is in my
environment during configure/build:
export LDFLAGS="-L/usr/lib/mysql -L/usr/local/lib -lmysqlclient -lcrypt"
export LIBS=$LDFLAGS
export LIB=$LDFLAGS
export PATH=$PATH:/usr/sbin
