Using phpMyAdmin for creating new sitegroups is a good idea. For all the
othre resources you should take great care to make sure their SG field is
set correctly; the admin site does this for you.
So, do the host, person, group and member records all have the same
sitegroup? And when you speak of a 'default' SG, do you mean SG0?
The '*', '!' and '$' specifiers should only be used by root. All others
use '+', even if they're admins.
