Yes, you have to install mod_charset (a.k.a Russian Apache) for
allowing re-encoding of pages. AddDefaultCharset in original Apache
just adds
Content-type: text/html; charset=...
into server response, but you have to re-encode data yourself.
mod_charset saves you from doing it in your scripts.
