This would help you:
cd lib && aclocal && libtoolize -f --automake && automake -a && autoconf
cd mod && aclocal && libtoolize -f && autoconf
cd php && autoconf
cd ..

As I said, this is snapshot of CVS version. Most generated files are not
kept in CVS repository.
