[midgard] backward compatibility on admin site

Just looking at making my framed admin backwards compatible - 
The first one I came across was adding in the sitegroup stuff - on the main
page -

if(function_exists("mgd_has_sitegroups")) 

to wrap any sitegroup stuff...
