Hi,

My series of guesses; Apache is starting before MySQL. You'll have to edit
the default runlevel entries (RH) /etc/rc.d/rc3.d You'll notice S90mysql
and S85httpd That'll be a problem everytime the server reboots. These
entries are symbolic links to that point to the relative scripts in
/etc/rc.d/init.d

I guess you'll have to remove the relative symlink entries from rc3.d and
recreate them with appropriate start numbers; S85mysql and s90httpd.

Anyway, that's my guess.
