Every page has a ROOT element, no matter how it was built from the
inheritance chain. Remember, first all elements get expanded. Then,
there should be one place where <(content)> is filled in.
The elements <(code-global)> and friends behave like *style* elements,
i.e. they will be inhereited in subpages. Page elements behave like that
*if* their inheritance attribute is set.
You may overwrite <(code-global)> etc in any page by a page element of
the same name. If that element has the inheritance attribute set, then
the same replacements are valid for subpages, otherwise not.
