[midgard] 1.4b5e (no sitegroups) and tree.c - no compile

It looks likes tree.c does not have #if HAS_SITEGROUP_DEFINE wrappers on the
sitegroup calls - hence wont compile without sitegroups....

Or am I missing something :)
