The call would be of a Broad-wing.
Roughies are usually not around here this time of year (frequently in the 
winter) and exhibit in flight a slight dihedral, similar to Turkey Vultures and 
harriers but much less pronounced.
There is a dark morph Broad-wing...

  There were 2 hawks soaring over the house in New Paltz Tuesday mid morning. 
It had light primaries and light in the tail, dark otherwise. Flew with wings 
flat. The birds were high and mostly directly overhead, so watching was a 
stress.
  At the same time, we heard a clear whistle, 2-syllable descending call, in 
the manner of a Peewee, presumably from these hawks.

  In appearance it could have been a dark-phase Rough-legged, but the calls to 
be heard on the Macaulay Library site don't match.
