DHCP is actually very poorly suited for many of these cases.  E.g., using it to 
control access to a captive portal is a terrible idea. These are definitely 
things you /could/ do with dhcp, if you didn't have RA on your network, and if 
your devices supported this configuration, but these documents really read as 
"throw out RA," not "use DHCP," and seem really to be statements of preference, 
not cases where you can't do it with RA and must have some other solution.
