Agree on EXPERIMENTAL, without a TC there's really no way around it. So a special certificate can be R&D, show compliance or market survey. Homebuilt would be a BIG stretch. They would all need a placard.
I have a friend in Flight Standards BWI, I sent the article to him & asked how they might have allowed those individuals to fly as passengers. If I were an inspector about to sign a special, my first thought would be "What if that airplane goes in with high profile pax?" That would be Knute Rockne, Will Rogers & Amelia Earhart all rolled into one. Especially with the combination to recent FAA troubles and a very unique airplane type.I would not be surprised if the FAA uppers are asking questions right now.
