Jack, Let's remember that the only true usefulness of thermonuclear weapons is deterrence. As Bob has very accurately described, the real US hole card, also true of UK, France, Israel (never publicly acknowledged but everybody in the Middle East knows), Russia and presumably China, is the submarine launched ballistic missile. They can be anywhere underwater around the planet, and are classic second strike weapons, making very certain that none of the other players think about a first strike, aka national suicide.
At a lesser deterrent level, e.g. the French air force and now the UK plans to join the club, is delivery of airborne thermonukes. If I were the Polish leadership, I would certainly be shopping around for delivery of a ready-for-use weapons system. No need to stockpile dozens, just enough -- with serious delivery systems -- to threaten Moscow and St. Petersburg. Similar calculation for Japan, South Korea and Taiwan vis-a-vis Beijing and Shanghai. It would be comforting to believe that senior people in the US Government understand this.
