I flew with an FO recently who formerly was involved with the survivability of
the command structure in case of an attack on the US.
According to him, the helicopter unit at Ft. Belvoir has some function in that
regard, but not a large one. The heavy hitters of Presidential protection are
in the Personnel Reliability Program(PRP), something most often associated with
nuclear weapons. He doesn't remember when this happened but the Ft. Belvoir
unit lobbied hard to get into the PRP and eventually succeeded.
They got a pay rise and a little more status with the PRP. My FO maintains that
they consider themselves the most important users of the DC airspace and the
civilian traffic a nuisance.
Of course one pilot's perspective isn't definitive but it sure jives with what
I've seen in the last year with those choppers.
