I've attached some links to some information that might help. Bottom line, Amendment 23-64 effective late 2016, was a big big HUGE change in Part 23. The AOPA article below explains the amendment pretty well, before the final rule was published. The first paragraph does a good summary. Below that is an FAA Guide to 23-64, followed by an FAA-published acceptance of an ASTM Standard for showing compliance. THEN links to Amdt 23-64 and an older amendment - not sure which one but it doesn't matter. What DOES matter is the numbering system was completely changed, after half a century. A quick comparison makes it clear that the FAA allowed a completely different approach. Tha last 2 are a nice little FAA video that trues to explain the new amendment, and the Notice of Proposed Rulemaking (NPRM) that got the 23-64 ball rolling. This should be a good start for your friend if he can stay awake.
