The reality is that most Olympic Games are expensive exercises in building
used-once
and then abandoned, or at least, underused facilities. Barcelona was an
exception in transforming
a city which was badly in need of upgrading prior to the 1992 Games.

If I recall, Los Angeles in 1984 worked pretty well in using existing
facilities and at least broke even financially.
Paris last year largely used existing facilities and benefitted from timing
when a lot of locals were on
their regular annual vacations. Cleaning up the Seine for swimming was not
such a great success,
given that lots of unmentionables kept coming downstream, but otherwise
things seemed to work.

Regrettably, I think you have correctly summmed up the obstacles facing LA
in 2028. Lots more
traffic and even more sprawl than back in 1984. Best to stay close to the
