Jack, The reality is that most Olympic Games are expensive exercises in building used-once and then abandoned, or at least, underused facilities. Barcelona was an exception in transforming a city which was badly in need of upgrading prior to the 1992 Games.
If I recall, Los Angeles in 1984 worked pretty well in using existing facilities and at least broke even financially. Paris last year largely used existing facilities and benefitted from timing when a lot of locals were on their regular annual vacations. Cleaning up the Seine for swimming was not such a great success, given that lots of unmentionables kept coming downstream, but otherwise things seemed to work. Regrettably, I think you have correctly summmed up the obstacles facing LA in 2028. Lots more traffic and even more sprawl than back in 1984. Best to stay close to the In 'N Out.
