Looks like funding may not be a direct drain on the Ethiopian Government 
Treasury.  

The article states : Reports from Reuters indicate that

 Ethiopian Airlines will fund 30% of the project, and that the remaining 
capital will be credited by the African Development Bank, and other interested 
parties from the Middle East, Europe, China, and the USA.”

 

The article says that development would occur in phases.  If the venture is 
successful, I suspect it would create a bunch of relatively well-paying jobs 
and add other valuable economic activity.
