And that is despite FAA having funded a year-long demonstration of the brokered system optimization solution in complex, multi-carrier airspace, and despite having seen the independently validated results and benefits in the dimensions of reduced flying minutes, fuel burn, operating costs, self-induced congestion, and delays. Controllers liked it too, based on contemporaneous comments. If FAA understood what that system optimization solution did, and understood the information required to make it work — for airlines — FAA would not be doing as Mr. Bedford stated, proposing a solution in the absence of airline domain resource information, business objectives, and constraints.
