The Meriam Webster website defines efficiency as:
 
*       effective operation as measured by a comparison of production with
cost (as in energy, time, and money)
 
How do you define efficiency?
 
*       Is it efficient to fly fast from Boston to San Fran, burning an
additional 3,000 pounds of fuel to make up time to make the 30 connections
for the Hong Kong flight?
*       Is it efficient to slow down enroute and save fuel because your gate
is not available?
*       Is it efficient to fly at 25,000' burning extra fuel to make up time
to avoid a delay?
*       Is it efficient to hold a flight at the gate for 30 minutes to make
the connections and then go fast to the destination, burning extra fuel, to
be on time?
*       Is it efficient to slow down to save fuel and then misconnect 30
passengers?
*       Is it efficient to slow down to save fuel and make the crew illegal
for the next flight?
*       Is it efficient to let an early aircraft without a gate land in
front of a late aircraft with a gate?
*       Is it efficient to fly fast, burning extra fuel to prevent the crew
from going illegal for the next flight?
*       Is it efficient to maintain enroute speed when a known maintenance
item will take 20 minutes longer to fix then the scheduled gate time?
*       Is it efficient to fly the flight plan speed (always faster than
least fuel speed) to land 30 minutes early, congest the ramp and wait for a
gate?
 
The point is that only each airline/operator can define the "day of"
operational efficiency of each of their aircraft since only the
airline/operator knows all of the interdependent data and how to combine
that data for an efficient outcome as they define it. Also know that this
data is not accurate enough until "day of", hours prior to landing. 
 
Further, even acting on the same "day of" data, different companies will
make different decisions, which is what business is all about.
