I don't agree.  There is nothing about a Chapter 7 bankruptcy that would (or 
could) put a a secured creditor at any more risk.  Its right and interest in 
the collateral must remain valid.  My point is that if someone - say the FAA - 
has the arbitrary power to devalue the collateral, that is a risk no creditor 
should be expected to assume.  It undermines the whole basis of secured 
lending.  I hope Bryan Bedford is reading this string.
