So it looks like a time zone dependency was introduced into the test suite at some point. I have submitted a defect report (1491) in issue tracker regarding this issue. In the mean time, as a workaround try setting your time zone to Pacific Time (GMT -8) and see if the tests pass for you. I am curious if other developers in time zones other than GMT -8 are experiencing any issues. If you are, please let us know!
