Ah-ha! After some experiments, I see part of the problem is that the field receives the small red asterisk indicating it is a required field, but the UI does not enforce it on the Create Loan screen (loanAccountAction.do). Other screens have both the "*" and the requirement is enforced (ex. clientCustAction.do). I will file a defect on this issue.

Currently the loan purpose field for a loan account is not defined as mandatory and hence some of the users are missing updating this field during loan application entry. Currently we have around 15000 applications with such case in mifos. Because we generate lot of MIS on our loan activities, this is creating issue during reporting. According to the available documentation, we have set the field value of "Mandatory_flag" field in the "Field_configuration" table in mifos to 1 to make the field mandatory.
