I think you might be referring to the test database that Mark K. is currently working on creating. Once he has completed working on this, we will send email to the whole developer listserv with information about how to obtain and use this data for development/testing purposes. He has not yet completed work on this so he hasn't posted it for the community to use yet. In the mean time, you may use DB backups from the test server if you wish. The point to note there is that these dumps contain any data corruption issues or bad data that exist on the test server due to bugs in the past or present (e.g. see https://mifos.dev.java.net/issues/show_bug.cgi?id=1594 for an example of a bug that has been affecting the test server and DB dumps since early November).
