Yes you should be able to deduct fees at time of loan disbursement:

Instance_Defi
Look at "Time of Charge" attribute-- there is an option for loan fees to
deduct them at disbursement. You can also see this on the test server
when creating a new fee. Select "Fee applies to: Loan"-- and the option
to deduct at disbursement will appear.

Is it possible to deduct fees at the time of disbursement?
Neither Amy nor I think it is currently possible.
ESAF deducts their loan fees (2% technical and 1% processing) at
the time of disbursement.
I can associate the fees with a loan, but it seems to me that it
applies the fees to the first payment. Is there any way to set it up at
the time of disbursement?
