It really depends on what perspective you view things from as to whether or
not there is a difference between "center" hierarchy or "office" hierarchy
(how mifos works technically, how mifos works functionally, how an MFI views
the difference, etc.)

I can't really speak to the Mifos architecture and how they are each
handled, but from a functional perspective in Mifos, we have kept the
configuration of whether or not centers exist in Mifos separate from the
office level hierarchy configuration.  The offices are configured via the UI
(even though it's not obvious from the FS) and the center hierarchy is in
the DB currently (and in properties files in v1.1).

My guess is that from the functional perspective, offices and the office
hierarchy usually represent physical offices and administrative structures
within the MFI, whereas the existence of centers above groups in branches is
different (not a physical location, doesn't represent an administrative
entity in the MFI, etc).

On the other hand, you could look at centers, groups, and clients as just an
extension of the overall hierarchy in Mifos that includes offices:

HO
Regional office
Area Office
Branch office
Centers
Groups
Clients

I'm not sure if this assists you with the refactoring...perhaps if you
provided some specific questions or thoughts about the design decisions you
are making based on this information?
