I've added a request for a clarification-just so a developer can easily find
the location to fix the bug.
As Aliya says, we'll review during triage-and since this is a blocking bug for
you, we'll try to fix it as soon as possible. Also note that it looks like
it's a very easy fix-so if Nazir wants to fix it, he can as well (if he does
decide to fix it-make sure he assigns the bug to himself so we don't have
someone else work on it). If not, that's OK-we'll assign it to one of our
developers.

Thanks for the reminder on this issue. We will be reviewing all of the new
bugs on Wednesday and assigning them to the correct release/developer at that
point. I'm pretty sure this is something we will fix for v1.1. You should see
an update to the bug in a couple days, but don't worry, it hasn't fallen off
our radar.

Description:
When disabling center hierarchy, the link to create new client outside a group
is not displayed anymore.
Expecetd behaviour:
"Clients can coexist outside a group" should be independent of whether center
hierarchy exists or not.
I didn't get any comments about this bug knowing that it is blocking issue for
ENDA since centers are not applicable.
Would you please investigate the issue and assign it to the appropriate
contributor.
