Version 1.1 has a new feature that when enabled allows for back-dated
transactions. I believe this would answer your concern.

I'm not aware of anyone splitting the war file due to size issues.
There are instructions on mifos.org on how to unpack the war file if
needed.
Regarding which version of the software, I would recommend you wait for
version 1.1. This newer version has enhanced configuration options, a
new reporting system, surveys, various enhancements to loan management,
and internationalization support. You would also avoid the task of
upgrading from 1.0 to 1.1 in a few weeks.

I worked on reporting module and will try to answer issues related to
those areas.
a- I don't think Portfolio at Risk asks for a meeting date, I think you
are talking about Collection Sheet Report for which meeting date is
required.
Collection Sheet Report builds the report using the data which are
populated using Batch Jobs. So if, you have not run the batch
job, you won't be getting option to generate reports for a meeting
date, so, you can try leaving the server on for the night when the batch
jobs are
configured by default to run and try the next day.
b2- There are lot reference available on MIFOS wiki related to BIRT, and
also on official BIRT website( http://www.eclipse.org/birt/phoenix/ ).
You can also
refer to two of the books published by Addison Welsley on BIRT.
