Sturts validation configuration (validator.xml) has Pluggable Validators
(1)decimalFormat and (2)decimalFormatCollection.
Definition of these two validators are defined in validation-rules.xml
A variable "format = (10,3)" is being passed in these validators which is
hardcoded range of a decimal number.
We should not pass hardcoded (10,3) for DecimalFormatValidator and
DecimalFormatValidatorCollection
DecimalFieldHelper should use AccountingRules.DigitBeforeDecimal and
AccountingRules.DigitAfterDecimal for validation.
