Description:
Right now, Poverty Status is always a mandatory field when creating/editing a
client.
We want to make this field be configurable to be hidden or mandatory.
The enhancement is to add this to the Mandatory/Hidden fields in Admin in Mifos
under Client / system users fields. Add checkboxes for both hidden and
Mandatory, and use these to control the behavior when creating/editing clients.
Default this field to Mandatory checked and Hidden unchecked, since that is the
behavior correctly.
