When DigitsAfterDecimal is set to zero, the Collection Sheet Entry page shows 
single decimal for amounts, and allows user to proceed with entering one or 
several digits after decimal.  UI isn't consistent with single user loan 
repayment.  Also, the digit after decimal amount subsequently gets rounded in 
the group and center totals to the nearest digit.  

Repro steps:
1. Set property AccountingRules.DigitsAfterDecimal=0
2. Start tomcat
3. Go to Collection Sheet Entry for enter with loan payments due. Note amount 
shows decimal - e.g. "34.0"
4. Change 34.0 to 34.9, click preview.

actual behavior:
Notice no validation error.  Also notice group and center subtotals.  See 
attached screenshot.

Expected behavior:
Validation provided to the user.
