If DigitsAfterDecimal configuration is set to 0, user is blocked from applying
a charge that is based on a % of loan amount. See attached screenshot.
Repro steps:
1. log onto test sandbox - http://ci.mifos.org:8106/mifos
2. search for loan # 000100000000360
3. click on Apply charges link
4. select Periodic Loan Fee (1.0 should be the amount)
5. click submit
actual result:
"The Amount is invalid because the number of digits after the decimal separator
exceeds the allowed number 0"
Also, the amount goes away from the UI.
expected result:
Allow user to submit since this is a calculation amount that the user has no
ability to modify.
