GLIM loan creation not using newer validation of digits after decimal

The GLIM create loan account page isn't using the new server-based validation
introduced in other areas of the application.
Repro steps:
1. configure Digits after decimal to 0
2. enable GLIM setting
3. create GLIM group loan, try to enter loan amount of 88.4.
Notice UI validation on field instead on submit of page.
