Here is a comment from Ingrid K. on this issue:
I agree that it's not a good practice to keep changing the system time. Like a
timesheet, for record-keeping purposes, any entry should reflect actual, and
not ideal time.
My suggestion is to add 2 fields to the table (if they are not already in
place) -
1. add a field to the table that records the real system time (i.e. date()).
Then, if the actual input time is outside the parameter of the validation rule,
the GUI should still display the message "Please specify a valid date -- Date
of transaction must be between the last meeting date and today.", but this
could be done in a dialogue box with the option to Continue or Cancel. If the
user clicks on Continue,
2. the record must be flagged (possibly by adding a boolean value into a field
called e.g. 'late_entry').
This way exception reports can be printed to find these flagged records.
Unfortunately I don't think much can be done about
