Add reference to Government ID to search box description

Mifos can now search clients by Government ID - see MIFOS-2711.
Feature request is to improve the string that describes the Search box to give
the user a clue they can also search by Government ID. One issue to consider
is that the label "Government ID" can be modified by the Mifos Admin, so that
label shouldn't be presumed.
Current string is: "Search by name, system ID or account number:"
