Closed Savings Account are showing up in the Collection Sheet Entry and then 
re-opening the accounts

When entering in data into a collection sheet for a renewed SECDEP client 
(Client has left program and returned), the client's old closed savings 
accounts are showing up in the collection sheet.  Since re-activating the 
client, secdep staff opened up new savings accounts for htem, they think 
nothing of it and entered in the entry.  This actually deposits the money into 
the old original savings accounts and re-opens them, meaning the client now has 
double accounts.

REPRO:
Note - Probably need to do advance the time on the server to properly repro
1. Client leaves program - Close savings accounts and mark account on hold
2. After some time, client rejoins - Mark client account as active again and 
create new savings clients
3. Next meeting date, enter in savings deposits into the collection sheet

EXPECTED:
Deposits are posted to the newly opened savings accounts

ACTUAL:
Amount is deposited into the old savings accounts and they are re-opened, or at 
least show as being active.

It might seem obvious as a workaround to use the old savings accounts and close 
the new ones, but I'm concerned by that.
1. Change history doesn't mark that they have been re-activated.  Will this 
cause issue with other things in the system?
2. Will it ignore the period that the account was closed when calculating the 
interest posting or actually take it into account (it should only use the 
period after its re-activated)

You could try closing the old accounts and use the new ones, but you're going 
to keep running into this issue.

Previously, SECDEP was marking the accounts as inactive, but inactive means 
they are still showing up in the collection sheet and still posting interest.  
Also, the only way to properly award a client who is closing the account is to 
click on close account as that awards the interest.  So marking the accounts as 
inactive is not an appropriate work around either.
