If the client account is on hold, according to the functional spec, the client
cannot make withdrawals from the savings account.
REPRO:
1. Set a client account on hold that has an active savings account
2. Open up a collection sheet for the client's center after the client was put
on hold
EXPECTED:
No withdrawal boxes are shown
ACTUAL:
Withdrawal boxes are shown.
