Add link to "Create Center" when browsing Offices

When browsing through the branches and loan officers and sees they need to add
a new center, if they click on the quick start on the left, they have to go
through the re-selection process again. Since they've already selected a loan
officer, they should have a link to just add a center under this loan officer.
REPRO:
1. click on Clients & Accounts
2. Select a branch
3. Select a Loan Officer
4. Click on Create New Center
EXPECTED:
TAken to create center page since the loan officer is already selected
ACTUAL:
Have to go through the process of selecting the loan officer again.
Should just add a link on the center display that says "Add new center to loan
officer"
