Sam Birney commented on MIFOS-2006:
-----------------------------------
(from email discussion)
we are starting to run into this a lot. The issue is that Mifos does not allow
two active loans of the same loan product for a customer. During the
requirements gathering we were told that Al Majmoua only has 1 active loan
allowed per customer, so we did not think that was going to be a problem. But
what we are finding in practice is that the common case is that a customer
opens a loan renewal about a month before the closing of their existing loan is
processed.
We realize there is a work-around two create duplicate versions of each
product, but we are hoping we don't have to do that, because --
* it confuses the data entry staff, who is already hitting their limits of
comprehension
* it makes reporting by loan product more difficult
* it throws off the loan cycle counters
* it clutters up the list of products, where we have already created multiple
versions to workaround other issues
So, just wanted to run this by you and see if there are any plans to tackle
this issue. Maybe it is only a one-line fix? I wonder why it was marked
critical in the past, did other customers run into this, and if so can you tell
us how they work around it?
...
they disburse the second loan before the first one is repaid, up to 4 months.
Reading up on the related bugs it sounds like MIFOS-2006 was an implementation
flaw that should not affect loans unless the amounts are based on the previous
loan amounts.

> Priority: Critical
> Fix For: Gazelle Backlog
>
>
> REPRO
> 1. Create a loan product with amounts and installments 'same for all loans'
> 2. Create and disburse a loan account for this product
> 3. Create and disburse a second account for this product
> OBSERVED
> System throws an error saying you cannot disburse the loan while you have
> another of that product active
> EXPECTED
> Since loans are not by loan cycle or previous amount, I should be able to have
> any many of them at once as I want. We don't want to prevent customers who
> have
> always been able to create loans of the same type to the customer from being
> able to do so. For example if a customer has an Emergency loan and they are
> granted a second Emergency loan, the MFI should be able to disburse this. (or
> any similar use case).
> NOTES:
> This issue is occurring because of an oversight in the design of issue 1610
> which prevents disbursal of a loan account based on previous amount/loan cycle
> when there is another active loan account of the same type. We should not
> similarly limit accounts that are based on amounts/installments that are the
> same for all loan cycles or all previous loan amounts.
