Different DigitsAfterDecimal settings causes confusion in loan creations.

Secondary currency precision for a loan account causes issues on loan disbursal
if the primary DigitsAfterDecimal setting is less precision. Then scenario
described below is for GLIM loans, but also applies for individual loans.
Repro steps:
1 Set digitsAfterDecimal to 0, DigitsAfterDecimal.EUR=2
2 create GLIM loan for EUR currency
3 On Create GLIM Loan.
4. Try to disburse GLIM loan. The Loan amount shows up as 477.00. Error
generated by Mifos:
The Amount is invalid because the number of digits after the decimal separator
exceeds the allowed number 0
So is a rule that additional currencies can't have more precision that default
currency? Should this be enforced?
