Duplicate account verification doesn't handle white space

If creating a duplicate account for a client, the system doesn't strip away
whitespace at the end of the name and therefore, doesn't catch its a duplicate
record
REPRO:
1. Close a client account
2. Go through the process of creating a new client with the same first name,
last name and DOB. For either the first or last name, add on a few spaces
after the name (So "John" becomes "John ").
3. Go through approval process
EXPECTED:
System will generate an error stating that an account already exists and user
should investigate further
ACTUAL:
No error is shown
We should expect this would be a pretty common occurrence, best to strip the
whitespace off when checking.
