Shutdown page should have an input limit on the number of seconds

The Shutdown feature doesn't appear to have an upper limit on the number of 
seconds allowed to be entered.  When user enters a crazy number, two conditions 
occur that I've found:

1. Enter a magic number "70000000000000000" and click start shutdown.  Shutdown 
starts immediately.  See attached screenshot.

2. Enter bigger number "70000000000000000000" and click start shutdown.  
exception is displayed.  See attached screenshot.


Suggest we limit to something like a year or less - 31,556,952 seconds = 1 year
