We've been told that GK branches are now mostly broadband. In the transaction
logs I added, center details (called 'center get') has an average server
response time of 1 second. So the average end user response for 1.3 should be
< 1.5 seconds. That's probably good enough to close this issue.
Additionally, I put in a patch (couldn't find issue) which was released with
1.4 to hurry up the performance history part of center details. That should be
enough to put the average end user response < 1 second.
Also, additional work on refactoring in ShaminD should put it at less than that.
