ApplyHolidayChangesTask now (like the other similar batch tasks) processes and
commits incrementally. This means it should no longer fall over with memory
problems
Change committed to trunk.
Does this change need to be put into Gazelle C codebase? (it should if GK are
going to be creating holidays).
Small warning: If a client the size of GK adds a holiday that affects most
schedules (unlikely) it can still take a long time to run.
