Penalty not being properly waived off

To Repro:
(*) Find an account that is active in bad standing and who has a bunch of
overdue installments and NO future installments (ie, all installments have come
due).
(*) Account should have a penalty attached to it
(*) Click on "installments" details link and click "waive" next to the penalties
listed under "Overdue Amount"
Expected:
All penalties should be waived and the amount should be zero
Actual:
The penalty for the last installment remains. The waive link still appears but
doesn't do anything when clicked.
