Client fee amount not populating on apply payment

User isn't able to apply payment to client fee that's been added. Instead the
amount shows up as 0.0, can't be modified and nothing happens when you click
"Review transaction". This appears to be a regression from 1.4.
Repro:
1. login to 1.5.x deploy server - http://ci.mifos.org:8108/mifos
2. search for client 0002-000000003
3. View details of client charges
4. Note Amount Due: 33.0
5. click apply payment, see attached screenshot
expected: amount of 33.0 to show up in Amount field and user is able to pay fee
as I can do on v1.4 - see http://demo.mifos.org:8080/mifos client #
0004-000000017 for comparison.
