Get invalid digits message for fee when secondary currency has more decimals

If secondary currency is set with more decimals (e.g. 2) than primary currency 
(e.g. 0), the Apply Charges page incorrectly validates for zero decimals when 
applying a charge to a loan with secondary currency.  

Repro:
1. Log on to http://ci.mifos.org:8106/mifos.  On this instance (as of 8 April 
2010) the primary currency is INR with zero digits after decimal precision.  
The secondary currency is USD with 2 digits after decimal.
2. search for loan # 000100000000443 
3. apply charge "Awesome USD fee" to loan.
4. note fee shows up as 20.00
5. click submit

Actual result:
error "The Amount is invalid because the number of digits after the decimal 
separator exceeds the allowed number 0"

expected result:
able to apply fee since loan is USD loan.
