Add ability to edit GovernmentID

Currently, the user can't edit the government ID. That means if it was
mis-entered, they have to delete the record and re-enter it. This should also
be something that can be edited, or if we are worried its going to be abused,
then add a configuration option to allow for editing the government ID.
