Picking next page on Change Group membership goes to client creation path

If Change group membership has more than one page of group results, the Next
button navigates to "Create new Client - Select Group" instead of more Change
Group Membership results.
Repro:
1. login to test server http://ci.mifos.org:8085/mifos
2. search for client Nuno Santos
3. click Edit meeting schedule / Add Group on client details
4. click Click here to add group membership
5. Put "%" for group name search to get many results
6. On search results, click next button.
Actual result: Go to "Create new Client - Select Group" page. If you click a
group, you end up on client creation page.
Expected result: get another page of change group membership.
