Summary: Add ability to control if External ID is mandatory/hidden for
separate entity (was: External ID flag – isn’t control separately from UI for
client, group and center.)
changing this to enhancement, in mifos this is listed as system wide field so
it makes sense marking this as hidden/mandatory controls all 3 instances.
If we are to do this enhancement, we should move the field down to each
category and add that ability. Lowering priority as this hasn't been reported
