Currently, mifos can't be used when the batch jobs are running.
This is a bit severe as many batch jobs don't require this exclusive access.
This work is to find out which batch jobs do and don't require exclusive access
(and the extent of it) and also to implement a way to allow non-impacting batch
jobs to work alongside mifos users as much as possible.
